Every restaurant, café, cloud kitchen, and food truck in the UAE must obtain a food trade license before operating. The process involves multiple government entities and varies slightly by emirate. This guide covers the general process applicable across the UAE.
## Key Licenses Required
1. **Trade License** — issued by the Department of Economic Development (DED) in each emirate
2. **Food Safety License** — issued by the relevant municipality (Dubai Municipality, Abu Dhabi Agriculture and Food Safety Authority, etc.)
3. **Civil Defense Approval** — fire safety clearance for the premises
4. **Tenancy Contract** — registered with Ejari (Dubai) or equivalent
## The Process
### Step 1: Initial Approval
Apply to DED for initial trade name approval and activity classification. Restaurant activities fall under "Food and Beverage" categories.
### Step 2: Premises Preparation
Prepare the kitchen and dining area to meet municipality standards for ventilation, storage, waste management, and hygiene.
### Step 3: Municipality Inspection
